Again, the reason for the draft is to promote market balance and competitive balance. There are ways to accomplish this without a draft. In fact, eliminating the cap on rookie-scale deals would encourage the best prospects to go to the teams with the most cap space. I think offering amnesties to teams that are not selling tickets to give them the cap space to either land the best prospects or to sign amnestied players to the best contracts (capped out playoff teams would be ineligible to either amnesty players or sign amnestied players.)

Silver can try all the strategies he wants, but so long as there is any connection between record and draft order, there will be a reason for certain teams to tank.

Either sever draft order from record or eliminate the draft. I would take door #2.
